It was the first time I've seen a Mewtu, but it was a bit underwhelming. I just really had no answer to Xerneas and failed some crucial Sucker Punches. And of course Licky Licky is game-winning. Also interesting movesets, though I think Moon Blast is really all you need on Xerneas, Protect should be more important than Psy Shock.

You can go full healer with Wish/Toxic and then choose two out of Protect/Heal Bell/Baton Pass.
You can go wall with Swagger or Confuse Ray/Mean Look/Toxic/Wish/Moonlight/Protect/Taunt some combination of that.
Or you can go with 1 attack to protect you from being Taunt bait, either Foul Play or Payback.
Depends on what you want and what the rest of your team needs.

Jolteon is just a ghetto Raikou. If you aren't going to do the standard all-out revenge killer/hit and run set, you can do something like Substitute/T-Bolt/HP Ice/Yawn or Work Up. Highly gimmicky but I've done it before, only problem is it's very dependent on people being scared of Jolteon.

There is no difference between breeding for 31s or 30s.
30s are just slightly more tedious because checking them involves the battle institute or flat battles to set levels to 50 and math the stats.
