Maybe it's just me, but for me, extremely humanoid forms start to become disconcerting. Especially Lucario. Furfags aside, it starts to feel like Mewtwo in the first movie. When they are sentient enough that they can actually communicate through english and also look like an actual bro, at what point do you stop treating it like a pet that you stuff inside a pokeball at night?

They didn't commit enough but still locked it away. Lucario was prominent in his new movie, had a gimmick and was the hero. He was the signature mon in a gym leaders team, you earned him during the game and the Champion used him. He was deployed through the anime as well.
In contrast Zorark should have been the central villain or major villain in his own movie. And he should have been a recurring foe throughout the best wishes, like a competent evil Jigglypuff. Instead its essentially a good guy
Further he should have been in N's team throughout every encounter not simply the final one. Available pre-evolution aswell
