Pic related. One other reason I think it was somehow legit was because Alan did do relatively well against a serious Siebold even with type disadvantage due to fire attacks not being very effective. Assuming that E4s are all around the same level, it's not that farfetched that Alan could also do that well against Malva especially after he trained like a madman.
Also, it seems like a good set-up to prepare Ash for the E4. If he beats Alan who can fight E4 members, then it'll show Ash is at that level.
