Sugimori has confirmed in an interview that when he was creating the actual official artwork he first had the sprites to go off from and he then changed features he didnt like about each pokemon
Here's gastly for example, do you really think they didnt make his sprite a black sphere "due to restrictions"? Obviously not, gastly was originally just smoke with a face, the sphere came later once sugimori tweaked the design while creating the official artwork

Because originally it was completely unrelated to scyther, that's why it looks almost nothing like it. It was a gen 2 counterpart meant to be a rival to heracross just like scyther was to pinsir with no relation evo-wise to it. Heracross also has an identical BST to pinsir, yet is unrelated, supporting this theory. Someone just decided it'd be cool if scyther evolved into it for whatever reason and fucked up the neat thing they had going.

I see it as this:
Venomoth is the natural evolution to Venonat.
The Caterpie line's adult form as adapted to look like a more 'natural' evolution of Venonat to scare away predators (thinking it is poisonous even though it isn't).
