Rescue Rangers was a nightmare to play through with its bad attempt to mimic Mystery Dungeon. Random encounters every three steps and you keep having to go from that same start point on missions! You're also restricted to the same few Pokemon and no, you can't evolve or get more!
A lot of people complimented it, but the Victory Fire hack and its sequels are pretty shit, imo. Complete, though.
In a similar situation is the Dark Rising series, although I think it's even worse than Victory Fire.

Its like a cross between a Randomizer Nuzlocke and a Hard Mode ... except its unfinished and retarded buggy
Also pick Moltres if you want to hate yourself forever. ... yes Moltres is a starter. The three Kanto Birds are all starters but unchanged from regular Crystal. Which means they have Ember/thundershock/Icy Wind and Peck until level 46. And picking Moltres means fighting Zapdos so youre 10000% fucked.

It is a new region, with new tiles and maps, some 4th and 5th gen pokemon (and one fakemon), and also some megas, which are done in a rather dumb way. It's fully complete, as is its sequel, Resolute version. There's a third one, Mega Power, which goes through the E4.
It kinda has to be seen to properly see how bad it is. Fully playable if you want to try to get through it, though.

The entire Ruby Destiny trilogy. Life of Guardians is actually not entirely awful, the first is bad with awful scripting, but Rescue Rangers is the best work hack I've ever played. The scripting, the writing and dialogue, the level balance, it all comes together perfectly to be abysmal but in the most interesting way.The moon is sad. Sad because we're sad.
