They're normally shiny locked, sure. But if they legitimately existed as shiny in previous games & don't have ribbons, then they're legal by the online filters' standards.

That being said, unlike egg moves, you don't need to put them there if you want your pokémon to know it, it's most of the time redundant (except on Breloom's example where it couldn't relearn otherwise). Most of the time it's just more work that doesn't make your pokémon any more legit. Just remove them.
