They just have a random chance of spawning in certain biomes if players are nearby the biome they spawn in.
For example, Kyogre spawns in deep ocean biomes. It's the legendary that spawns the most because a lot of towns/houses are near deep ocean biomes.

Oh, but legendary birds work differently. Boss monsters drop empty orbs which you combine with either a Thunder/Fire/Water stone. You then charge it up by battling like 300~ Pokemon while holding it in your inventory. Once charged, take it to the orbs respective shrine depending on what orb you made and summon a legendary bird.

About the only thing I've seen him do that is along the lines of roleplay is try to create some story/"lore" for the server by writing about the legendary bird trio. I don't see anything necessarily wrong with that.

Honestly I have no problem any ways. People say it's an unfair advantage when really anyone can use it. It doesn't affect battle or anything. If anything it makes things better so that no one misses a boss or shiny that would otherwise just disappear. I may just use it to even make levelling up faster since now I pretty much rely on bosses for experience seeing as a few on my team have made it to their 70s now.

Well, this. Was more than the birds though. My book (if anybody read it) also included the Weather Trio and would have led to a whole story/easter egg thing about Mewtwo a la the Cinnabar Mansion.
I wanted something that wasn't just scattered buildings connected by lengthy pointless roads filled with fucking nothing. Something that gave a bit of depth to the world, like YeehawBeer's excavation-turned-gym (also why didn't I get the Ancient Power TM? That seemed like it would have been the obvious choice).
It's not autism to want a little more to gameplay. To have a feeling of accomplishment instead of the feeling that I just wasted three days searching for the Pokemon that would make it all work, only to yet again suffer a setback at the hand of a bunch of assholes who just don't care.

The Mew thing was purely representative of everything going on. Every time I tried to do something good for the server, it backfired in some way. Old map. I built a small town off to the side of a long, boring road, purely as something nice for players to experience. A few buildings clustered together, a Pokemon Center that would maybe have lit up for weary travelers, I don't know. Something quiet, peaceful, wooded. New map came, other people started building the town way too close to spawn. Nice location overall, buit the buildings ended up too sprawled out. Road went straight there from spawn. Quickly the most populated town, more like a city. It wasn't the town I built, and yet they were willing to call it by the old name.
So, I expressed my frustration. And everybody called autism. Then I was portrayed as such in a fucking smutfic which I honestly just quit reading after the first three pages because i couldn't even see it going anywhere good with what was basically just a string of insults.
Forward to server breaks. We find a temporary server. As expected, the more dickish members gutted the Pokemon Center and griefed the spawn area. I tried to rebuild, and they decided to just dump lava all over it, destroying everything I'd made. It started to feel like a personal vendetta against me.
Keep in mind, I'd been making attempts from the beginning to make Pokeballs for those who needed it. I've offered to help build and organize towns and roads so they don't look like absolute shit. And yet nobody gives a shit, they just continue to hurl insults at me.
Then when I tried to offer up something interesting to people... it's yet again thrown back by someone "farming" for Mew, where I spent three days looking for the damn thing.
I didn't "get butthurt" about my home being raided. I removed the locks specifically expecting it. I was just surprised it happened so fast. But I had already by that point planned to leave. I'm tired of all of it.
