Alain is not a Tobias due to the simple fact that he has been pre-established long before the league started. There are no league rivals here.
Moreover, despite Alain's edge at the end of the day he is still a noble character with his own sense of honor. He went to the league specifically so that he may meet Ash again and battle him because Ash was the only one who made him enjoy a battle, there'd be no enjoyment from him if he'd use an unfair advantage of multiple mega evolutions. Moreover, the show consistently shows that only one pokemon in a trainer's team, their ace, can mega evolve. There is a movie villain that can forcibly evolve multiple mega pokemon and it is portrayed as bad.

For example, we can expect a Shota mon for the first Shota episode and most likely Sceptile for the second Shota episode. For the first part of the Alain battle, it will probably be a pokemon that Alain uses that isn't Charizard. The second part of the Ash-Alain battle will likely be Charizard or Greninja.
The episode right after the Ash-Alain battle, if it is Pyroar, Zygarde or any of its forms, or any of the pokemon used by Team Flare, we can rightly assume that Team Flare interrupts the league and that it is highly unlikely that Ash is the champ or that he won the battle.
If it is instead something like say, Gardevoir, then we can assume that Ash won the league, Team Flare did not interrupt, and that Ash is facing Diantha.
Anything else is a crapshoot.

We don't know about her other attacks, but Moonblast takes a big time to charge. She was already having problems with greninja's speed against shadow ball, because he was literally using it to jump and do shit. One moonblast charge would let her open for too long.
