Pakicetus into whaledog for Water starter, and its weapon base would be - obviously - attack dogs. It would have something resembling a vest to make it look more like an attack dog.
Fire starter... I don't really know. I guess a Chinchilla/Rabbit hybrid, because even though we already have one chinchilla, we always need more - and also chinchillas can't get wet, they take dirt baths, so it would help it fit into the Fire type. It obviously fits into the rabbit category on the zodiac, as well.
For a Grass starter? I can't think of anything too crazy, but maybe something like a dimetrodon. That could be cool- having one giant leaf stretching out of its back, or maybe it would have something else going on that I'm unaware of. They could make the beginning stage based on a leaf-tailed gecko (ignoring Treecko) to help make the transition into that giant fin easier. Also, obviously Dimetrodon are ancient animals.
I don't like the grass one, but I really the other 2

A bulky Grass/Steel elephant, pretty much a better looking Ferrothorn. The skin is forest green and the tusks and some parts of his body covered in armor are covered in Moss as if the tusks armor pads were made of steel of course. It could have some sort of exotic plant in the tip of it's stail and it's ears could resemble giant Leaves. Signature move would be a physical move called Natural Rush which covers the user in the same energy emitted from Energy ball and rushes to the opponent delivering a a very strong attack that has a high chance of a critical hit
A fire/Poison Komodo Komodo dragon, the body has a color palette similar to Torkoal with certain areas covered in dark purple, the tail is similar to charmander's but with a purple flame covering the mayority of it, give it some cool scale designs to make it appear more venomous. It's signature move could be Flame Venom functions as a smaller version of a flamethrower with a small chance to poison or burn.
A water/Spychic Dolphin (Inb4 dolphin meme), the dolphin could have some sort of golden pearl in it's forehead with some spiral designs covering it's whole dark blue body. The eyes are closed and relies on it's pearl to guide the way and it can help it float in a Budha-style stance. Signature move could be Echo bubble, which releases a giant mental bubble out of nowhere that explodes on impact and could cause confusion.
Those are my ideas i guess, not perfect but eh

I'm not sure about the other two, but Moaconut would evolve into a grass/ghost type.
Water pokemon: dolphin. Seriously gamefreak, when are we getting a dolphin pokemon? First stage pure water, last stage water/psychic. Special attacking with a base stat of 600. Possible abilities: torrent or water absorb.
Fire pokemon: leopard. First stage fire, last stage fire/electric. Speedy glass cannon pokemon much like Jolteon, only physical. 600 base stat. Abilities: flash fire or levitate/new ability that does the same thing as levitate.
Grass pokemon: meerkat.
First stage grass, last stage grass/fairy. Special mon with 600 base stat total. Possible abilities: overgrown or pixilate.

I think a psychic/water fish that floats around in a water bubble it creates through psychic energy that radiates from a gemstone inside it would be pretty cool. I'm not sure what fish would be best, though.
