The new XY patch will delete these two moves from the games' data.
I work for Nintendo of Australia, and the planned XY patch will actually add a Looker Bureau or Delta Episode length sidequest involving AZ, at the end of which you get to rematch him where he uses a full team at level 100 with competitive-level stats and movesets. One of the Pokemon is his Floette, which is why it and its signature move are in the game's data to begin with. You'll only be able to access this side quest with a completed National Pokedex, having cleared all modes of the Battle Maison, collected every Mega Stone availablr, and having maximum style in Lumiose City.
No new areas will be added and those two moves will go on unused. If TPC and Game Freak do decide to add any new content to XY involving Zygarde, it defintely hasn't been planned yet.
