The P4 route of Ultimax pretty much showed that none of them knew about ME, but only about the human behind it. That means that one of the P4 characters that aren't Naoto's was canon.
Likewise Yosuke, and Yu's route made it clear they all knew they weren't going to listen to Mitsuru's warning to stay out of the situation, and Mitsurus showed she knew that they weren't going to stay uninvolved. But suddenly in Ultimax she acts like she never expected them to get involved.
The P3 characters are just there for exposition and fights and nothing else. Otherwise they likely wouldn't even have them in it.

To be honest. Persona 3's cast members in the fighting games felt so forced. I rather they just made the game non canon, threw in namatame, Mitsuo izanami, doujima and called it a day.
