In his original lore that the games derive from mastema was an angel who when he saw god cast the demons out of heaven, he asked to be allowed some as subordinates so that he could cause them to tempt humans to see which humans were good. His role in Iv parallels this. Ignore strange journey. What he's doing in iv has very little to do with that.
Basically what it is then is God is the god of order. So he is a force of order in the world, as are the angels. However, its not clear how MUCH order that means he wants. So there's a disagreement. Its never made clear whose side God is on, or whether he allows them both to do different things to see who wins. But the regular archangels are beings of order. They want the law end as a world of max order. Mastema however at the very least believes that God "allowed him demons as subordinates," and that rather than create a world of order he could try to create a neutral world with "just enough" order. He insists this is God's true will. they disagree, so they fight eachother.
An interesting side note is that polytheistic gods can come in many flavors. Law, neutral, or chaos. However, angels it seems are absolute beings. They only exist as either angels or fallen angels. Fallen meaning shift to absolute chaos. So the angelic "neutral" representative can only function as neutral by averaging out the law and chaos influences. Which in this context means a lawful angel working with chaotic fallen angels.
