Online is okay to practice, but locals are way better. If you can make it to a local tournament, I highly recommend it, the game totally changes in that environment. Last year my schedule didn't allow me to go to many, but the few I did attend were so great. 9 times out of 10 people are happy to answer questions you have, and there's just no better way to learn

SFV is the best game to get into if you don't have bros to play with at your house. If your goal is to become competitive and go to tournaments, it's the only street fighter to play.
If you want to learn fighting games and have fun online, check out SF2 Super Turbo or SF3 Third Strike on fightcade, they have pretty active communities
I'd buy the base game now and get the DLC once you've become more familiar with the game. There's a lot to learn so you wont be bored with the vanilla cast for a while, maybe buy one or two characters you're really interested in. Alex is the only DLC character I have right now
