You can only use one incense, they only work for the player who used them. We found out today pic related (Incense spawns 1 pokémon every 5 min while standing still and every 1 min/200 meters while moving).
Lures are used at pokestops and do stack. They are shared with the player that used them and players in range of the lured pokestop.

answering because this is a slightly better question. Yes, they do stack, but there's no point stacking them - incense gets you 6 pokemon in half an hour for sitting still or about a pokemon a minute for walking around, which is enough to saturate you with pokemon to catch. Don't bother buying lures unless you're rich and money means nothing to you, lures are for businesses, usually city centres have several lured stops every 100m or so, if you're in a city you don't need incense because there are pokemon fucking everywhere due to all the lures, if you're in the sticks/at home just use multiple incense.
Realistically you should either be spoofing around city centres to min/max, or walking around with friends for fun not caring about incense etc, or some combination of both so you can impress the normies. Don't bother trying to min/max your walking too much, you'll just get tempted into spoofing, just compete with your friends if you don't plan on spoofing
