Specific normal mons (snorlax, chansey, lickitung?) are head and shoulders the best. They have tons of health and have very good movesets, notably zen headbutt which is one of the best attacks, and counters the only current counters to normal types (fighting and ghost mons).
Vaporeon has a very high cp gain, still decently bulky and has the best attack of the eeveelutions.
Psychic types get the best attacks, psycho cutter and zen headbutt, and don't have a lot of type counters (no natural dark pokemon yet, only bite floating around on shitty golbats).

I had this same issue 2 days ago and it never got below 3 steps after I walked around my neighborhood for 50 minutes. I live in a peninsula and walked to both sides of it including on the beach and still nothing. It doesn't matter if your pokemon is evolved or not, the candies/stardust needed to upgrade stay the same.
I realized this when I saw the pokemon evolutions and pre-evolutions and seeing the cost of each and how some earlier cost more than evolved and vice versa.
It goes by the percentage of max CP, so if you have a pidgey at 50% until it hits max CP and a pidgeotto that's 25% to max CP, the pidgey's cost is more because it's closer to max CP.

So for everyone spoofing, what is the ideal setting for maximum steps efficiency when randomly moving around a set radius?
I have mine set to 5 seconds and 75 meters and it seems to work out pretty well.
