Equip your clothing and helmet/glasses you want. Save it as an outfit.
Find find one of the tourist scopes, there's several at the end of Del Perro Pier which is easy to remember and find.
Pour a trail of gasoline from the base of the scope out several meters. It has to be long enough for you to ignite the end and have time for the AI to shuffle around and look through the scope before you're set on fire.
Equip whichever mask you want to use.
Ignite the gasoline trail and activate the scope.
The damage taken from the fire interrupts your viewing. Your character has taken off their mask to look through the scope. DON'T MOVE.
Equip your outfit again using M menu. Walk several meters away from the scope and your mask will pop back in.
Save your new outfit and enjoy.

First off, the crew killing policy has changed since the olden days. In most cases, it's a hands-off approach now. Small disputes should be handled at the lowest possible level. In layman's terms, if someone crewkills you, crewkill them the fuck back until they stop.
For serious or repeat offenders, you will want to obtain proof or eyewitness accounts. Such instances will be handled on a case-by-case basis. Get in touch with Blater or any of the comms, bring your evidence to the table, and the problem will either be dealt with or passed off to someone who will deal with it.
Posting your evidence in the thread is encouraged as well so the rest of us know who to look out for. Plus, public humiliation can be a very effective disciplinary measure!

Run into the telescope, turn around and press E while running away from the telescope
