She was sleeper OP. Ganks to her lane were strong as fuck, everyone underestimated her damage, she was tanky as hell with her W too and you can't kite her because she has a gap closer and a lockdown that lasted like 4 seconds on top of her AA resets and passive from sunfire. It was really good.
Now with her Ult damage nerfed her combo is not as strong but the extra range on her AA feels kinda nice.

The limit of human reflexes is about 1/4 of a second and rengar actually kills you faster than that (before even factoring in lag which slows you down by an additional 1/20 of a second on an ideal connection). If you flash his ult that means you guessed the timing, you didn't react to anything.

I tend to default to W more often. I want it up every single time I can. Q comes up quickly enough (I run really heavy on CDR/level runes) and I want its mana costs to stay really low (the extra half a second I get on CD doesn't really affect me much). It's probably MORE important to keep it in W for lanes you can't kill since they'll more prone to get close enough to be comboed. Lanes I can kill easy or land Qs on command I sometimes max Q first and take my time aiming.

by level, here's how the tweak treats your magic damage output. This completely ignores phys damage, lowered Q cd, and increased Zenith root (which is a wee bit irrelevant 1v1? I guess)
1: 10 magic damage. Gasp.
2: still 10 magic damage no matter if you level W or E. If you took W level 1 for some reason, you lost 0 damage on the ability itself.
3: still 10 magic damage gone through Q.
4: 20 magic damage, 10 off of W
5: 30 magic damage, 20 off of W. I forgot the math and don't wanna do it again but if you're utilizing your passive this is your weakest level due to the tweaks.
6: 80 damage in favor of pre-incandescence Leona... if you don't land a single incandescence. One incandescence brings it down to 50, two 20, and full incandescence application yields a 10 damage net gain due to the Incandescence kit. With all sunlights proc'd by twitch jungle or whatever, you wind up gaining 125 damage over pre-incandescence Leona.
I'm done replying to "Leona is weaker" posts tbqh her Incandescence is easily spaceable outside the most hectic fights and you're likely to have a net gain in sunlight procs for those anyway for the incandescence autos.

A huge window for harass? 2.5 second reload with a movespeed buff so he can move back. That's hardly a "huge window for harass" especially if you know how to position yourself.
Ghostblade gives a movespeed buff and during ghostblade use the buff actually increases to a nice 26% haste which is kind of nice, on top of the ghostblade buff already. Jhin has weaknesses, I never said he didn't, but it's possible for a character to have weaknesses and still be too strong. Jhin is this case.

Forgot to add, Jhin actually is one of the AD carries with less deaths on avg, only surpassed by Ezreal and Sivir. This is because of how much he can add to a teamfight without really putting himself in risk due to WR and his passive. This. Non-buff camps come up 100 seconds after being killed. If your jungler is dicking around on the other side of the map (or worse pushed your lane) they'll be plenty of time for it to come back up for him should he decide to come to that side of the map (or stop being a dick and push your lane).
Buff camps are 3 minutes. Try not to take those without asking, however. Otherwise take the gromp and sometimes wolves, too.
Also, try not to take raptors. The smite buff lets the jungler see wards if he pops oracles and helps him gank better. Only take those if you know they'll be up by the time he gets back.

You can be pretty safe maxing W first in both conditions. The fact that they stay away or not is irrelevant, most of your damage is coming from your passive on a combo anyway (because you won't be getting many items until mid-late game). Max Q if you're sure you're going to nail your geometry. Otherwise just keep the costs low and have quicker stacks on W.
Support Vel'koz is all about the comob, not poking. Poking is just a set-up for a combo or gank and a lane pressure to screw up your enemy's CS or zone for your ADC. Keep it cheap so you can use it often.
