That's not how it works. You always have some initial element value on your weapon, let's say an orbit that has 20 base. So increasing that to 60 will only give an overall increase of about 33%, which is worse than max grind level. Not to mention that grinding a weapon to +10 is WAY easier than increasing element on an orbit and unlocking potentials is tied to grinding aswell (which is why the NT bonus is only 35%). Also what do you mean by 'full'? Element only considers the weapons base stats just like grind level, unless you're playing Fo main.
