I for one think that while they may be some sort of spiritual successor they wont be anywhere near the power of Dragon Rulers. Instead, they'll probaby be used a tech cards in other decks that support their element (Agnimazd has been suggested a lot for Fire Kings, etc.).
Furthermore, there just isn't as much Wyrm-type support as there is for dragons.
