This started back with Boris when he seemingly would just randomly choose who to listen to, and not just taking one opinion over another, but also a #toplad's opinion over reason.That's actually not entirely true. It began with Boris choosing which teams get to participate based on what he thought of their manager, but the meme was extended to his commentator picks and anyone Boris seemed to like.
Personally my major beef with rules discussions always was that the people involved in them argue based on belief rather than reason and objective stats. Doesn't matter how well you fared in the actual game, but if you e.g. believe that a fan patch is a good idea without knowing or willing to investigate what it actually does, you really should stick to playing the game instead of designing it.
That's really what this comes down to: a good player doesn't necessarily make a good designer. Furthermore, beyond a certain treshold we can't really tell anymore who is really good or just lucky.

If you want to test against other peoples' formations before export day the winter top 16 and spring top 4 are always good (mainly the winter top 4, /gd/'s actual I-didn't-rip-this-off-from-/e/-I-swear formation, /ck/, /tv/, /m/, and /v/), as well as /w/ (since they're actually liv now and it's worth testing against their 4-5-1 in case you get drawn with them) and /lit/ (muh wide 4-3-3)

After not competing in Autumn 14 due to incompetence in management they turned themselves around under a new manager and in Winter won it all under manager JohnnyBravo who people like to make fun of for his perceived arrogance about his knowledge of the game, but hey if it works.

One of the most consistent teams (that isn't consistently bad) in the 4cc, they made three elite quarterfinals in a row before finishing second in Winter. They've got one of the better rosters for a weeb team and are seen by some as a bandwagon team for /a/ fans who need to cheer for a good team and by others a team whose support is separate and distinct with the truth probably being somewhere between those extremes. Lots of /u/ related shitposting goes on here.

This time last year /out/ was the worst team in the Cup. Out of nowhere they won Autumn 15 with the same manager who had finished last in the previous tournament and finished 3rd in Winter using the setup and never altering their game plan from match to match which is highly irregular for a team. They're seen as a bandwagon team with comparisons to Leicester in terms of both their miracle
run and fanbase appearing due to giting gud unexpectedly.

Consistently one of the very best teams in the Cup /mu/ have seen three of the last four elite semi-finals. They're known for playing weird formations and doing well with them, the pinnacle of this was the Trogdor formation which won them Summer 14, a horrible tournament due to the patch it was being played on being absolute trash offensively and had the lowest goals/game ever (1.12).

Often seen as the current villains of the Cup due to being horsefuckers. They have a reputation for an autistically dedicated group of managers who believe that enough testing is the best way to win and after Summer 15 gave them victory they might just be onto something. Come Winter 16 however they produced a very mediocre export and barely escaped what should have been the easiest group possible for them. Under Boris people liked to joke that they ran the entire Cup due to a number of people from the board being very involved in the decisions being made.

After they won the first Babby tournament they acquired a reputation for arrogant fans that stuck with them for the duration of their success in the elite cups until Winter 14, where they produced one of the worst exports seen and failure there has been blamed on the fact that after long time manager GoldTiger left, there were only retards in /m/'s council (they were and are famed for having one of the largest management staffs while also having only like 1 person who does anything). Their downward trend continued in Spring where they came dead last scoring one goal in four games. Since then they've been yo-yoing their way through various Cups until this Spring where they once again captured glory and hope to make the elite KOs for the first time since 2013.
