Well the issue is, is that the personality issue started with Muse. It was acceptable for Muse because when they transitioned from literally who's to anime there were a lot of adjustments to the characters. Maki for example was really Sassy when she was first released, later turned into a shy tsundere.
Everyone assumed that when Sunshine came out they'd avoid this problem because they will start right off the bat, really well off because of the Love Live title. Unfortunately its been only 1 year but they've already changed a lot of character traits and personalities from what they initially.
