A smaller number of of semi-regular reports, say 3 per game every few games spread over a week seems to slowly lower the threshold.
It was a pretty common tactic used by certain clans and alliances in WoT to report-bomb known enemy callers.
During the first three or four campaigns where you could win a t10 tank and tons of ingame gold this became really, really cancerous.
Certain clans had announcer-bots running on their TS to remind everyone 'if you see (name) in a random battle, don't forget to report' , and I know at least one alliance had a spreadsheet going where they kept track of which caller was in which battle and how many reports they had piled onto that guy.
The obvious counter to this was letting the caller play on another player's account, of course.
I know that the commuity coordinators of the German, Polish, French, Balkans and English-speaking community on EU knew about this at least two years ago, so it is possible that WG changed the system.
