Monster golems in general are basically monster maulers, yes. The main advantage they have over regular maulers is their intrinsic attack which you can rely on instead of being stiffed for weapons through a big chunk of the game. In PCB/Nethack, you gain proficiency when you hit enemies, but you have a skill cap based on class. In PCB you have to hit enemies of a certain level to train skills past a certain rank.
In DCSS it's based on the skill you are training.

rF/rC/rN are all imporant as a first pip (and later, every pip of rN is very important), with rN being the least important early. rElec is extremely nice to have since it'll stop you from burning resist pots, and rPois is very nice to have if you're still in the 3 rune portion of the game. rCorr is ok and the rMut is really nice even if it isn't necessary. MR+ is obviously good. You cover literally every single base by using your head slot on hat, when the best nonartifact head slot item is a +2 helmet of intelligence/sInv or +2 hat of MR/spirit shield. No using your ring slots of resists. No wearing a cloak of rPois over invis. You're free to wear any armour you want vs. a base item with rF. It frees every slot at the cost of -2 AC (in reality -4). Really dumb item. Bear spirit is just as dumb, but only because it gives you double MR pips and rN.

if you can compile yourself it's really easy to change global xp modifiers
just go to calc_exp_factor() in birth.c and change "return exp" to "return exp*3/4" or something. Bam, now it takes 75% as much xp to level anything.
