Dash only when you're damn sure you've secured a kill.
Combo that shit together. RMB to Melee to Dash can do some serious damage in a pinch.
Stay at range until you're ready to go for a close kill. Even then, keep at range and harass as much as possible. Get used to the travel time on them throwing stars.

For me it was practice, I still sometimes lose track of people when ulting but it's happening a lot less than before.
Genji in general is a character that requires a fuckton of practice. Just make sure you understand how he works and how he should be played (watch Seagull or Shadder2k) and then practice, and eventually you should get better.
Map knowledge and using his movement is also very important.

I really feel like the level requirement for ranked should be at least 50-100.
They talk about waiting till 25 so people have learned maps/heroes, but I didnt even see Nepal until I hit 22. Most people can barely navigate around all the maps at 25, you can forget about them knowing flank paths and the layout backwards.
Ive been playing on and off since release sitting at level 81 and im just starting to get a feel for moving through each map forwards and backwards without needing to think about it, ill probably hold off on ranked until I hit 100 so I dont feel like im going to bring my team down.
This might just be my ranked anxiety talking though, I havent queued up for ranked in a team based game in over 8 years.
