Not necessarily, I think liking personality is more intimate and in my opinion, make me feel I like the actual character than just looking their design. I don't think liking for personality is shallow even though there might be little of it shown because you can extrapolate different scenarios based on the personality, while you can't do much with design.
Liking based on power level, while you can extrapolate as well, it's kind of childish, and kind of hard to guess what will happen unless it's a huge gap in power. So in my opinion, what matters most is personality then design, then power level.

It's better to just max Altera's Star Emblem and Mordred's Mana Burst, than to max all skills of just 1 character. It's fine to just Lv.4 the rest since they don't give much boost. Star Emblem and Mana Burst can boost their NPs by a lot though, so they must be prioritized.
You can also max Altera's Military Tactics if you have spare mats and QP, but spending millions for a 6% increase from Lv.4 to Lv.10 (1% per level) isn't worth it unless you really have a lot to spare.
