Feels like less bots, and I've heard there's pretty much none in arena now! Premium benefits still are a bit lackluster.
Some servers still seem very lively (Mushin, Jiwan, Poharan), but the questing system is still the same, so unsure of what to tell you! Leveling is pretty fast, though, at least. And since Soul Fighter was just released, low level zones feel alive again.
In any case, if the combat system isn't enough to entice you early on, perhaps the game isn't quite your style! End game is a bit grindy when it comes to upgrading gear, so you'd have to be in the mood for something like that, too.

You don't rwbind skills, as far as I know. They're unlocked with levels, and after chapter 17 in the story questline you can start speccing skill points into them. It's usually around that time that classes start picking up.

i found the first few lvl kind of boring as sin but at lvl 22(?) you unlock your first aerial and your teleport you get many combo displacement spell and thats probably the main reason i liked sin, lvling is pretty fast and most of the time you can just skip quest that are annoying to do without being too far behind, i remember skipping lot of annoying maps when levling my second char and that was without the current xp buff
