Rogue has +5hit Base with the combat talents. They only need 3/4 extra hit to reach the soft cap (how much hit you need for yellow attacks like SS to not miss).
Once you reach this soft cap, 1 crit is worth more than 1 hit. Worth noting that hit is far from useless beyond the soft cap, it still is good for dps, just not as just as crit.
