When you can knock an enemy off of the map.
When you can push an enemy away immediately as they ult.
To travel roughly half the distance to the objective on KOTH if you place it right from spawn.
The best use for it is a reserve when you're in deep shit and need to get out of sight. Pharah is vulnerable on the ground and if she's being targeted, launching immediately into the air won't save you. Jumping up beside a wall and using the blast against it will launch you into another direction, possibly hiding you. Great practice for it on Ilios.

Yes, it worked for me the first week, but when i started getting matched with actual FPS players my winrate on her decreased a lot.
She's a flanker that doesn't kill as fast as the other flankers, so you usually end up on 1 for 1 trades, maybe 2 for 1 if the enemy team is specially bad.

Because Soldier 76 is easy to pick up and is inarguably one of the best heroes in the game
you can literally just drop Biotic Field and strafe around and basically win a 1v1 against everyone that either is too far away or doesn't have the ability to somehow stun/incapacitate you

those are two different things.
Like if her ultimate was anything else whether weaker or stronger in effect the charge time would be exactly the same due to her kit. not the ultimate.
If you are saying she charges her ultimate too fast then you have to be specific about that. That's because of the way her staff works. Not the ultimate itself.
