Go into the ini and lower the object, item, and actor draw distances. Also bite the bullet and play with 1k shadow resolution. With these tweaks I can maintain 60fps on my laptop with a 2.5 ghz processor.
But yeah, character mods should do nothing. Just don't go crazy with high poly hands and feet and stuff.

Is there a reason all my traveling NPCs seem to be stuck where they spawn? They'll move around if I interact with them but never start their patrols. Stuff like the Imperials with a prisoner or the nobles going to Solitude.
Other NPCs all react normally and enter combat or do their routines. I'm not running any heavy script mods.
