Don't ever accept the "western winds" modifier (the same one that removes your "isolation" modifier) and let the UK/Russia have whatever they want when they ask for it. It's only doable if you build a modern infantry military instead of just using irregulars, and at that point the 40-percentage-point RP increase (+20 from winds and remove -20 from isolation) is offset by the decrease in admin/education spending you're forced to take in order to fund your military, and the fact that half of your provinces will be getting occupied almost non-stop for the last 10-15 years of westernization which ruins their productivity. Plus, you have to spend decades microing army stacks, constantly on the edge of accidentally letting a province or fall under rebel control and then losing all your progress to the unstoppable reinforcement wave that inevitably comes once they get a few provinces.
If you were willing to save/load constantly in order to get favorable rebellions it would be the best way to go, for sure, but in that situation I'd definitely call it cheating.
