200 DEX, the rest in STR (114). As for how long, that depends on your dedication. For me, I rushed for R7 and reached Templar in 2-3 weeks, purely on cards. When out of cards, I'd explore high level maps. After that, I did missions and mercenary requests every day and level up at least once per day.
Had I dedicated more time to grinding in Evac/Storage/Maven, would've been 3-4 levels a day instead. I get burnt out easily after 1 hour of non-stop grinding.

If you bothered to do mercenary quest on a daily basis, even if it's level 9 cards, you're guaranteed to level up eventually. They're not too hard to do any whatever drops you get from them may be used for future quests and/or sold for people who's looking for them for their own mercenary quests. It's a form of casual grinding but with some progress.
