- becoming a vip costs no money but requires you to have 1 million in your account, once you start a vip contract it lasts 4 hours (game remembers time left when you log off) and there's a cooldown of 12 when it's over
- you can become a ceo freely with no restrictions but you need to own an office (which costs 1 million minimum)
both have the same set of perks but as a ceo you can also purchase and sell cargo
the vip work people usually talk about are sightseer (picking up three packages in 15 minutes) and headhunter (killing four targets with bodyguards, also 15 minutes), they both net you ~$25k per run and are easily soloable (especially in a buzzard)

Meanwhile, those in the front go on undisturbed, knowing that as long as they don't fuck up terribly, they keep their place.

Catch-up is not meant to punish people for driving good, it's meant to make the race more enjoyable for everyone else. Also, you can always go for non-contact that has no catchup nor slipstream.
And even then, there are game mechanics far more unrealistic than catchup. For example, putting offroad tyres on a supercar to perform better. A guy does that and then goes on arguing about realism.
