form and reference IDs are a 32bit memory address (8 digits hexadecimal), there literally isn't more space you can assign to them in a 32bit system, so you can only shift bits around
the first 8 bits refer to which file the reference belongs to, so 00 to ff, meaning 256 files including the base Skyrim.esm, so the other 24 are individual object references
if you wanted to use more file reference bits you'd have to take them from the object reference bits
