Maybe. 8 single-target Ice/Non-Elemental hits, 30%ATK/RES self-buff, En-Ice self-buff, and Burst Mode. You could not run Shout and between the self-buff and Burst Mode she'd hit +56% ATK anyways.
Depending on how good the new 5* ice element samurai skill is, she might actually end up being the best Samurai in the game in terms of raw damage output. And also the qtst.I wish she had more fanart.
