If roadhog peaks a corner it's to hook someone, he has 600 health and he has a 300hp heal on 8s cooldown. That's faster than health packs respawn.

Yes and no. There's good corners in every map where you can take a few potshots or try to do some crossfire with a Bastion / other Torb. You're right that there's always someone ready to snipe it, but that implies the enemy team is smart enough to counterpick.
The best thing to do is to press tab and see what the enemy team comp is like, every now and then. It also helps you know who has their ult up so you can better coordinate attacks.
