She's not bad. She doesn't offer much support or synergy nor does she put out massive amounts of damage, but she is easy to use and reliable. She can burst for a lot of damage during assault time especially.

There isn't enough difference between fists and guns to make backwater not good. I can't be bothered to turn this post into a web of quotes so I'll just note that the guy who said no one would use tia fists if they were the ones with backwater is not thinking and just follows the crowd.
The real reason is that wind actually has buffers/healers and can support your MC being a DPS class to make use of the backwater without getting itself killed all the time. Although even then it suffers in places where people will give you raid heals/you can't afford to be low health.
