Guess what - the Industrial Revolution was started by the textile industry. The Soviet Union focused on heavy infudtry a lot, look where that got them. Any factory can be profitable with access to the goods and factory efficiency techs.

How to beat China
Step 1) DOW the Dutch and take their juicy rubber and oil in the South East
Step 2) Make tanks/Motorize divisions (China is actually flat as fuck until you get far south, Commies are another matter).
Step 3) Naval Invade Shandong and encircle their units defending Beijing.
Step 4) Any gaps in their line you smash through with your armour.
Once the initial resistance is destroyed they pretty much are a cakewalk. If you get bogged down by them you are pretty screwed and have to grind them down.
The best way to deal with China is to eliminate them quickly so you can start pumping out divisions.

First of all remember that the industrial techs concentrated industry and it's counter part both increase factory slots by 20% so you will still get free slots up 1943
Then remember that civilian factories are used for the mandatory civilian goods production which you can never get rid of AND they are used to power your trade. Remember that your resource needs grow as you advance in techs (new stuff is more expensive than older variants ) and if you modernize say move from infantry production to tank production. Resource needs also grow when you build more factories so take that into account.
Another thing is that you might need other stuff like repairs, on conquered territory, radar stations, air fields, ports and what not which all take civilian factories.
Last thing to consider is that civilian factories power the construction and conversion of civilian factories so if you overdo and convert too many of them it will take a long time to get your construction capabilities back.
If you take all of that into consideration feel free to convert some of your factories to military once all slots are filled though.

I also played over with what one anon suggested yesterday (reduce the steel cost to build factories) and I went a little further with it, I made basic factories require iron (vanilla) while cheap and common required half of the steel value. The result is a realization that the AI really loves to spam basic factories.
The AI also deals better with demand for buildings if its steel-based rather than iron-based.

Things get really complicated when we get to that. If the data has was produced close to the desired date (isn't older than 20 years) I use growth data to calculate the average annual growth and I use that. If there's a big war or famine, or territorial change, that becomes impossible. It's also impossible to do that for a specific region or province.
I did have to do rarely and for really close spans (data newer or older than 1836 by 5 years or so). Data for some countries is almost impossible to find or the closest thing you can find is how many people died in a certain event.

Every single province will has a base number. This can be improved through administrative means (ala development in eu4). Different modifers will "promote" difference classes; i.e the base number will get higher for a certain period of time.
Soldiers / officers won't be a pop, and will be a % of total population of a country, and will be represented as manpower.

HPM, I have been observing severe scarcity of ammunition so far. It's so far been due to lack of access to iron.

Hello most powerful race in the world here. I want to live out my fantasies of "what if the Philippines never had corrupt rulers" and rule the world. But every single Paradox game the Philippines is handicapped as fuck. literally no natural resources. Zero. Even with the Philippines having steel in Vicky2 now they have none in HoI4. Philippines is rich in resources but the games have none of it.
Any of the modern age mods for Vicky2 are incomplete and didn't adjust for new population sizes. They just made new borders, tech and decisions. Its damn stupid. I don't want to mod myself because it feels like cheating, done it a few times.
What hope is there for me? Will Paradox release a modern day GSG that gives opportunity to rising nations? BRICS and the Next Eleven?

I just realize HoI4 has theaters, army groups and armies/fronts. You just don't get bonus from them like HoI3. But you can still get bonus from making plans. It's also more flexible and easy to transfer divisions than HoI3 OBB. Pretty good.

There is no layered OOB in hoi4, armies exist, but we don't have army groups, HQ divisions, divisions, corps, etc. You also do get a large combat efficiency and communication bonus to having your troops in a proper OOB.
Just a silly question. When you upgrade a unit
Going from 10 inf, to 7 inf, 3 art...the equipment of those "disbanded" infantry brigades as the manpower is returned?
Furthermore, when you upgrade your units, new -let's say infantry- equipment 1 is sent to your units and equipment 0 is sent back to your stockpile.
Is there anything you can do with that? Is it gonna be used for lower priority units?
