Depends on how you define recoverable. Simply trying with a variety of SD card readers (some are more resilient than others) and a tool like ddrescue on Linux might get you the majority of the data off of it. But being able to use it again? Probably zero.
If it's a MicroSD card in an adapter, make sure it fits properly first though.

In that case, it's probably just incompatible with the SD mode used by the SD card driver that everyone's using. There's a variety of modes and sizes in the protocol, every decent SD card should support all of them. The driver used by EmuNAND9 etc is quite different from Nintendo's one (which is used by standard homebrew).
Assuming that you're not using one of the ancient buggy versions of the tool, I guess you'll just have to use a different card.

You buy the game. From the eShop. That's the one and only way to get tickets for titles that don't have a cetk (on the 3DS that's just the system firmware, on the Wii U it also includes game updates). I don't think there is a preload in the US, but if there is, that should fit the pieces together, because preloads actually give you a ticket.
Someone else asked about the JP version in the previous thread (which apparently does have a preload), but that's a distinct title with its own ID and key.

The ticket explanation posted somewhere near the start of this thread is a little misleading: you literally don't need anything to download the files, you just need the decrypted titlekey to decrypt them (which is found in an encrypted format in valid tickets; you can feed that to the 3DS directly too, and that's what CIAngel/FunKeyCIA does does).
You also need the seed, that's publicly available now, it's not really interesting. It's only one of the many forms of encryption on Nintendo's files.
