Mythological figures are nerfed by being Servants, historical figures are buffed. Most Servants have skills and abilities they didn't have in life that are key to their strength as a Servant. Saber is weaker, Iskander is stronger, Hercules is weaker, Kojirou is stronger, Gilgamesh is weaker, Hassan is stronger and so on. It's not everyone back then was super strong and you had peasants knocking out dragons, its that modern times cant make heroes like the past could.
Nero being Servant strength in Septum is because you play as her, her being that strong in life is directly shot down by Extra and CCC.

And I suppose I had always assumed her NP was actually a sublimation of her history and her ego, something she acquired as a servant, and not something she could do in life. That's not really a big deal, though. If she was proficient in high thaumaturgy when she was alive, then I can roll with that.

As far as I can tell, they have yet to Nerf him. To be fair it probably isn't on the high list of stuff the fix in the game, and it won't be unless several some bodies decide to make it very obvious. Its also something you need to work up to and not guaranteed each time, using buffs and debuffs and a NP chain.
