Most of these things are dependant on the artist. But as a general rule of thumb: The more money you spend, the better the final product. Also, you have to get a feel if an artist likes very detaild describtions or would rather have artistic freedom in certain things. Good reference pictures are important as well, so if you plan on getting more stuff you might want to consider a ref sheet for your character first and foremost. Time wise I've had artists take months for bigger projects and sometimes days for smaller ones.
Best thing would be look at art, find a style you like and simply contact the artist in question.

By utility I was referring to stuns, knockback, etc. The only real utility BRD has over MCH is Paean but that's ridiculously situational and is more often than not just going to be precast on your WAR to avoid Pacifist.
Swiftsong is only mildly useful in dungeons and the mere seconds you save overall during the run will be evened out by the seconds MCH would save the group with their superior burst damage. BRD only really catches up on DPS after several minutes. Most dungeon bosses do not live 3+ minutes unless your group is absolute shit. As for turret support if you're talking about TP/MP regen that's almost exclusively saved for phase changes and the difference is minimal. The only real advantage comes down to Foe vs Hypercharge and Foe only wins out with caster-heavy parties. As in both a BLM and SMN(or two of each) and a healer who knows how to DPS are required to overtake any other group comp with Hypercharge.

This means nothing. It is mathematically proven that BRD and MCH were very, very close in terms of DPS before the patch and are still very close. We're talking about parse differences of less than 3%.
In any content that does not feature multiple targets with extended lifespans a MCH is still going to pull ahead. In any content with multiple phase changes a MCH is still going to pull ahead. BRD will not be the clear-cut winner it was in 3.1 unless boss design goes back to what it was in A1-A4 and that is never going to happen because SE is well aware of the fact it was the most hated content in this game's history.

I'm not sure what point you're trying to make. Utility is utility. BRD and MCH share TP/MP regen but I already explained the minute differences between their forms of regen are non-factors. I explained Foe and Hypercharge. That leaves Paean to be compared to MCH's answer to literally any situation other than needing a debuff removed. Considering there is currently and unlikely to ever be any content that relies on very strict debuff removal in the form of cleansing it rather than passing it or using some kind of other gimmick, I think it's safe to say MCH's utility is superior. BRD really only has any sort of advantage in caster-heavy parties.
Also worth noting that you gain nothing by having multiple BRDs in your party(unless, once again, everyone else aside the tank is a caster.) MCH is fine to stack because literally anyone can benefit from a Hypercharge, including other MCHs. This really only applies to standard dungeon content but it's still something.
