D.Va only needs for her gigantic critical hitbox to be removed or made much smaller for her to be viable. She's very comparable to Winston with various advantages and disadvantages over her. The exception is that she loses close range 1v1s with characters that she really shouldnt, like soldier76 because of every hit is a critical. Once she starts winning these engagements, she'll be on par with the useful tanks.

she has way better than DPS than him if you land your shots. Winston is like 60 or 50 DPS, Dva can be over 200 with headshots.
Their shields are also quite different, you can put up your shield and dash at enemies to totally block their attacks, rather than a small area on the ground. This is really helpful for dealing with an enemy Widow, Pharah, etc. who might be able to shot around other shields.
Secondly, her ult has a lot of unexplored potential and utility on certain parts of maps. If you tried really hard you could definitely kind some good DVa ult lobs that have it fly into the enemy and explode rather unexpected. Further still, some points are totally bare, so DVas ult is better at zoning than Winston's even. Winston ult is quite bad at dealing with Bastion and Torb's turret which DVa's trumps effortlessly, if those characters became important in the metagame she would become much more useful.
DVa and winston have so much in common, with a lot of pros and cons that make them pretty equally balanced IF her stupid critical hitbox goes away. She should be able to deal with Tracer, Soldier, Genji, Zenyatta and a lot of other characters just as well as Winston, but these characters actually are a pretty bad threat because of how much damage they can do to her so easily.

Honestly it annoys me that people bitch exclusively about McCree because it's sanctioned by pro players. Most retards run into corridors and get flashbanged and then cry about it, you never see people complaining about his left click. When he loses some burst damage Winston will be much stronger, Zarya plus healer will be absurd, if right click doesn't consistently kill Reaper Reaper will be somewhat high tier (prepare to have a ton of supports cry about this), and the balancing will generally shift to favor tanks significantly more. McCree honestly is not that annoying if you play the objective and don't spend every round trying to flank.

Torb can right click and shred dva, Winston, Zenyatta, symmetra, and hanzo assuming he doesn't get headshot across the map, and his left click makes him able to contend with hanzo and trash mouse at longer ranges. Torb doesn't beat full health D.Va or Winston at close range, which those characters will be at if they're dueling you. He kills Zenyatta and Symmetra, but Hanzo still has the possibility of getting him with scatter shot or a head shot. If he has the turret down things are different but then a duel won't happen and people will retreat before they try fighting you.

Pharah might need nerfs, actually. Widow and McCree are the only real characters who stop her from breezing around and raining rockets on people, but McCree's midrange damage won't be touched. Soldier 76's longrange damage is so worthless that he really isn't very a good counter to Pharah at all. Hard to say how hard Widow is nerfed, though.

I think I get irrationally angry at people who somehow fuck up playing Reinhardt even more than people who instalock Hanzo on Attack.
