A lot of people are sympathetic because what makes them 'terrible' in the game wasn't entirely up to them. The tragedy that tore the Dreemurr Family apart wasn't something they deserved and most if they questionable actions stem from that event. Toriel, Asgore and Asriel were a decent family before the events, which is why people have sympathy towards them.

The answers are more complicated than you think, but in your mind it just seems all obvious and settled for you. Also, to add, I don't think bad actions necessarily makes someone a bad person or at least it doesn't condemn them to it. new home + Asgores boss fight made me like him in the first place because of how emotional everything was. Him killing himself on a repeated run made me even more depressed so of course that bumped up my liking of him quite a bit since i'm a sucker for characters who make me actually feel things about them.
For some reason I was never able to become as emotionally vested in either Toriel or Asriel despite Asriel probably being more sympathetic and Toriel probaly being more 'in the right'. I think it was because Toriel was so early that I just didn't have time to care about her (also the mom / protector thing did absolutely nothing for me). As for Asriel I always liked him and found him more interesting as Flowey who is actually my third favorite character

At the end of the day it all comes down the taste. Like Toriel's offer of a home, a chance at education in a world so alien is really endearing to me. Some people don't see it that way. Asgore is rather sympathetic given his position, regret and attempts at atonement, for some, it doesn't really register for them deeply. No one can tell you how to feel, you gotta figure that one out I guess.
