You can blame the artist for that. Bearlovestiger13 has a rather cheap style of making drawings in such a way that he can crank out new ones literally every day. And his heads tend to be copypasted. A lot.

There's definitely a decent amount of characterization for most paths, the problem being that the protag character doesn't really have a set character and changes depending on route to the point that picking the shota bait that is Shun has the protag becoming a pedophile

Visual Novels have a long-standing tradition of having the most retarded main characters ever because they're meant accommodate any and all retarded player. They make a particularly stupid character, a barely functional human being, to appeal to the lowest common denominator.
But that's bearable since you're not playing for the main character, you're trying to date the furry hasubandos.
