I think XSEED already passed on the Vita version. It's been 9 months since release, they would have announced it around this time for E3, but it's not on their schedule.
The PS4 release is basically a separate game since it has new content throughout. XSEED isn't going to localize both. They simply don't have the resources to do that.

Yes. You don't create your characters but you still get to customize your party because of the amount of characters and the ability to change class. And you put points into skills to learn them/make them stronger. There's good customization and if you fuck up then respeccing isn't too punishing.
