Not being permanent means they're less constrained with the content. It's like the festivals, you can't leave those up year round without drastically altering them to fit in with other permanent content.
Aside from that so long as they don't go on year long droughts it shouldn't matter that the content is gone because you'll be looking forward to what's coming next anyways.
Obviously there has to be a healthy balance to continually building the permanent content but temporary stuff makes the world feel more alive and lets you do things you can't do with permanent content.

mixed bag, but you can still do it with a fully equipped reaper condi, but don't expect it to be useful all the time due to different circumstances. you're better off having several other alternatives like p/s berserker or power tempest alongside your reaper

No one is punished. You got to experience the content just like everyone else. What happened is they pulled back with season 2 and then went on a complete hiatus for over a year. All of season 1 being permanent would have been just as stale and boring as all the other permanent content that was in the game since launch.
Like I said it works as long as they keep the content rolling, but they didn't.

It all depends on what the mechanics are for wing 3. Necros are in a good spot with wing 2 being condi/add heavy and if wing 3 is any similar they'll continue to be a great class to bring along.
