Birthrout could've been more hot and spicy on Lunatic, maybe a not so much on hard, but there's no reason why all difficulties should feel like Normal with enemies having no fucking skills.
At least Conquest added varying skills, such as Lunatic making Rallyman a thing.

which means he gets nothing from kaze and ryouma, a terrible class from subaki and a mediocore class from laslow which honestly doesn't benefit him at all
