On KOTH and Flat objectives, All 4 of those characters are supposed to aid in the team pushes when attacking by flanking from mid-long range, not staying in the enemy backline doing jack shit against the stack or looking for stragglers.

IL-19 Lawbringer Machine Pistol: Halfway between Mercy's light gun and 76's assault rifle. Holds 30 bullets in a magazine, high rpm.
LMB – Semi-Automatic burst rounds of 3-4 bullets a shot.
RMB – Full-Auto with a high RPM. Blow through an entire magazine in about four to five seconds.
