Because I don't think that his Flashfan is the problem. That's his thing. He deserves to be strong there. His problem is that he's so generally "good" at everything. His gun has perfect accuracy regardless of distance, his ult is long range, and his flashfan makes him deadly in melee. He doesn't have any weaknesses.
If it were me, I would nerf some of his long range capabilities, so that he at least has a niche that he has to stick to.

His intended weakness is that he can't reliably burst people with FtH at medium range, and that his cooldowns are long so he needs to be selective with his fights.
I think these weaknesses are fine as they are, but they really don't exist in their current state and should be expanded upon.
FtH should only be viable at very close range, so it's effective range should be, like, cut in half, so you can't burst a moving target at medium range with it, and his flashbang cooldown should be longer.

It requires a good Hog, but essentially he has to be a gigantic cock. I've done well with Hog at the Hanamura and Volskya chokes by consistently hooking healers and cutting them in half. If a mercy gives me a damage boost, my right click can harass away a Rein's shields or finish off half healthers.
The key to Roadhog tanking is not allowing people to ignore you. He's got a big health pool and a way to cut squishies in half. And really, he can cut down 3/4 health Reinhardt's/Winstons too. The enemy team will HAVE to deal with him, and without delay or he'll keep cutting Mercy in half or following up with a tank execution to reset the fight.

The ultimate removes the ability for a person to defend themselves, they lose firefights not because the other person is a better player but just because of the fact the game has taken their fucking gun away. It adds nothing to the game aside from a huge annoyance to anyone that ever gets effected by it, it's just one more way to give the ability for bad players to get an upper hand on people better than them.

There are very few things that can kill two Torbs defending the last point and survive. Usually you can kill one turret or one Torb before you die but outside of Widow shooting you from outside turret range nothing much counters it. You can say Pharah but as soon as she shows her dumb face you shoot it with rivets. Hanzo is another acceptable counter. Genji maybe but it's not a very good one. D.Va mech will 100% die trying to kill the first turret.

His whole kit is based on flanking and 1v1 duels. Good counters are those that don't use projectiles. For instance when i need to counter genji I'll pick Mei or winston.
Winstons shield helps mitigate shuriken, the jump helps keep chase with genji, and his tesla gun can't be deflected
mei's freeze deals minor damage but can freeze through deflect, she can wall off flanks, and in a pinch can hibernate to become invulnerable and heal if caught off.
