if you're playing something like soraka/janna, you're literally at the mercy of your adc. you have no initiative of your own, and you rely on your adc to go and smartly do small trades while you heal/shield them.
if you're playing a poke support like zyra or a hook support like blitz, you don't have to care what your adc does. just fuck their shit up and make them low and scared and have to recall. if you get them in a good position and your adc wants to go in and finish the kill, great. if not then they recall and you push 2 waves and buy with an xp advantage, and that's fine too.
