Hakumen is too weak. His mobility sucks without stars and his defensive options are all free to throw. He can barely break 1k meterless whereas most characters can easily get 3.5k with a good starter and still get oki. His mixups are virtually non-existent (inb4 6B, that shit is incredibly easy to block outside of netplay and arcade lag) and his pressure is laughable. Winning with Hakumen is so much harder than with any other character.

And the burst thing is legitimate. There are plenty of moves necessary for a kill combo that cannot be cancelled to read a burst attempt, so astral as early as possible before opponent regens burst is just smart play.

I think it would make sense for them to work Mai into the story mode instead of just adding her as a DLC years later with no connection to the plot, since it's not as if there will be another game to allow for her introduction into the story. In which case the fact that Variable Heart probably won't be over doesn't matter regarding the time that Mai will be made playable. If anything the characters of primary importance to the core story are Ragna, Jin, Noel and Terumi. Rachel, Hakumen, Jubei and maybe Kokonoe and Nu are of secondary importance. You could have the story function with just these characters.
Mai has a grimoire with a very useful ability, knows much of the main cast and is the heir of a duodecim family, so she could be easily worked into the story and play a role in it.

Amane is seeking to replace "god" with something, and he's the current Onlooker. The main thing is the fact that his plans directly involve the Master Unit. No one really needs any more information. Rachel and Amane already know most of what's going on and Ragna's already made his decision. I didn't say that he's as important as Ragna. The tiers are very generalized. No one is as important as Ragna, except perhaps Noel. In fact, currently, everything, not just the world of BlazBlue, but the endless possibilities of the world, including the continued existence of alternate worlds like Bloodedge Experience and XBlaze, all ride on Ragna's shoulders. Ragna is the absolute most important piece in the entire franchise, bar none.
Anyway, she could be in the game, but she won't be able to do much. What I'm saying is, at best, she'll probably only be as important as maybe Kagura.

I don't think it's right to equate abilities with story importance. Sure, Amane and Es will do stuff in CF but that doesn't necessarily mean that they'll be central characters. Azrael is one of the most powerful beings in the universe and he's not really important.
Besides, characters can do important things even if they don't have the ability to reshape the universe. Mai's for example saved Noel's life at one point when they were students. I don't think that Mai will be the one to reshape the BB universe, but she can still have a role to play in CF.

Like I said, Amane and Es are actually related to very important plot points. The Master Unit and the Gate are the two most important points in the story right now. As long as you have something to do with those things, your importance will skyrocket.
They're basically like the Triforce in a Zelda game. So if your actions affect either of those in any way, you're automatically tied to the central plot.
BlazBlue has several sub-plots and secondary goals, but there's only one true main plot, and at the center of that main plot are the Master Unit and Gate.

This image of adult Mai drawn at the time Remix Heart ended makes it clear that they originally intended Mai to use a sword and dagger as an adult. However BB already has a number of characters that wield swords such as Es, Hakumen, Hibiki, Izayoi, Jin, Jubei, Kagura and Ragna. Conversely there are no characters who use a spear. The most likely explanation is that ArcSys had a new fighting style they wanted to introduce to the games and changed Mai's weapon so that they could have an existing NPC use it instead of creating a new character.
